Benefits Information

Kootenai County offers its employees a comprehensive benefits package. The following is a brief description of the benefits currently offered to qualified employees of Kootenai County. In order to qualify for all benefits, an employee must be a regular, full-time employee (scheduled to work 35+ hours per week).

Employees working non-seasonal positions and regularly scheduled to work 30-34 hours per week may qualify for medical and prescription coverage as required by the Affordable Care Act.

Medical Benefits - Employees become eligible for medical benefits the first day of the month following sixty (60) days of qualifying employment. Premiums includes medical, dental and vision insurance. The rates per month are as follows and are pre-taxed:

*Lower premiums are available to individuals who complete the requirements of the insurance premium reduction incentive wellness program. In order to qualify:

  1. The employee and covered spouse must complete an annual biometric screening (wellness exam) and
  2. Annual tobacco attestation. Tobacco users must complete an annual tobacco cessation course.

Medical Insurance

  • Medical Insurance is provided by Regence BlueShield of Idaho.
  • Deductible is $500 per member/$1,000 per family.
  • Out-of-pocket limit is $2,500/member $5,000/family.

Dental Insurance

  • Dental Insurance is provided by Delta Dental.
  • Deductible is $50 per member/$150 per family.
  • Maximum Benefit:
    • $1,250 if your dentist is contracted as PPO with Delta Dental.
    • $1,000 if your dentist is contracted as Premier with Delta Dental.

Vision Insurance

  • Medical Insurance is provided by VSP Vision Care.
  • Co-pays are: $10.00 for the exam and $25.00 for the prescription glasses.

Wellness Program
An important part of our benefits packet is the Wellness Program which provides more fun, engagement, and resources for employees and their family to achieve the greatest health. The goal is to provide a fun environment that contributes to better health, which typically results in fewer medical claims, lower absenteeism, and higher morale.

Life Insurance/Long-Term Disability (LTD)/Accidental Death & Dismemberment (ADD)

  • These services are offered by the County at no cost to the employee.
  • Basic coverage of the Life Insurance is equal to the annual salary rounded up to a maximum of $100,000.00.
  • Long Term Disability - 60% of your basic monthly earnings up to maximum benefit of $3,000 per month.

Employee Assistance Program

  • Provides up to 7 free face-to-face counseling to employees and dependents for each issue.
  • Toll free access to professionals.

  • Kootenai County employees whose work schedule is twenty (20) hours or per more per week are automatically included in the Public Retirement System of Idaho (PERSI) Base Plan. This is a mandatory plan and is a Defined Benefit plan which means that the retirement benefit plan is based on a defined formula.
  • Both the employer and the employee contribute to the plan base plan. Contribution rates are set by PERSI.
  • PERSI offers Choice 401(k) Plan which a voluntary plan.

Voluntary Options

  • Flexible Spending Account - Allows you to set pre-taxed money aside for reimbursement of qualified health care and dependent day care expenses incurred during the plan year.

Vacation Leave
Vacation leave is available to full-time, regular employees who have completed the equivalent of six months of full-time County employment.

Length of Service

Six months through five years (180th day after date of hire through last day of fifth year)

Six through ten years (First day of sixth year through last day of 10th year of employment)

Eleven years or more (First day of 11th year forward)

Sick Leave

  • Sick leave may accrue to a maximum of 840 hours (35-hour work week) and 960 hours (40-hour work week).
  • An employee is first eligible for the benefit upon date of hire. However, an employee only accrues sick leave if they work 70% of the pay period or more (for example, seven (7) work days of a two-week pay period), including holidays.
  • 3.5 hours are accrued per pay period for 70 hours worked per pay period and 4.0 hours are accrued pay period for 80 hours worked per pay period.
