Rich Houser

Rich started work at the Assessor’s office in July 1986. He was appointed to Chief Deputy Assessor in January 2003, and elected Assessor in 2019. Rich is a Certified Ad Valorem Appraiser, Certified Residential Real Estate Appraiser, and has attended numerous appraisal courses and seminars over his tenure. Rich has been married to Pam for 38 years and has three grown children and four grandkids. Rich has been involved with many community organization and boards and will continue to serve.

The Assessor’s Office in committed to high quality professional service to the people of Kootenai County. We are proud of the fact that our staff has a genuine concern for accuracy and a compassion for our neighbors.

The primary areas of service include:

  • Motor Vehicle Titling and Licensing
  • Land Records (mapping and tracking ownerships)
  • Appraisal all real and personal property within the county for Ad Valorem Tax purposes
  • Administration of Exemption (Homeowners Exemption, Circuit Breaker Property Tax Reduction, 100% Disabled Vet Tax Reduction, Agriculture and Timber Exemptions

My pledge to the citizens of the county is to value all properties within the definition of market value, therefore assuring that all property owners pay their fair share of the tax obligation, no more, no less.
